Apple is aware of the problem - it's definitely an unexpected behavior and not in life with previous iOS versions, so I'd expect a fix eventually. Towards the end of that thread someone mentions there's a work around where you toggle on and off all cellular usage after setting things up - but it seems like that is easily undone as well. Irritatingly, it looks like that's a bug that many people are experiencing with iOS9.
